Mark Neil is the Founder of Northwest Wealth Advisors, LLC, a Registered Investment Advisory firm. In addition to holding the Certified Life Underwriter (CLU) and Chartered Financial Consultant (ChFC) designations, he is also licensed in Oregon and Washington to sell life, health, and disability insurance products. A native Oregonian, Mark received his B.A. in business from Oregon State University in 1977 and his M.B.A. from Portland State University in 1987.
Mark entered the financial services field with Mutual of New York in 1991 after spending 14 years in management positions with Willamette Industries. He founded Northwest Wealth Advisors, LLC in 1997 to help clients understand how their relationship with money affects their everyday lives. Northwest Wealth Advisors’ mission statement is to bring financial balance to their clients’ lives and they do this by bringing in professional advisers from all disciplines, including taxation, legal, investment and banking. The process begins with the question, “what is important about money to you?”
Mark and his family live in Oregon City where he is active in community affairs. He has served as a board member of the Ronald McDonald House, Catholic Charities, and Candlelighters for Children with Cancer, and he has volunteered his time with the Boy Scouts, Volunteers of America, Habitat for Humanity, Rebuild Oregon and LaSalle Prep High School.
Toby Weber was the Managing Partner of Northwest Wealth Advisors, LLC prior to the merger with Pure Portfolios. After the merger, Toby is now a Managing Partner and Owner of Pure Portfolios. Toby Weber joined Northwest Wealth Advisors in 2016 following a twenty-year career in Corporate Finance at Oracle Corporation, ECS and ESCO Corporation. During that time, he played a key role in managing several successful businesses and was valued as a trusted advisor to senior executives and as a leader/mentor to his team.
Toby left the corporate world to take his passion for investing, ability to analyze and solve problems, and desire to help others to this new career in financial planning and wealth management. He sought a smaller, family-oriented firm where he could make a bigger impact for his clients and found that at Northwest Wealth Advisors.
Toby is dedicated to helping clients navigate their financial future in a transparent and easy-to-understand manner. He ensures that financial planning is tightly integrated into the wealth management process from the very start of the client’s relationship with Northwest Wealth Advisors. Toby’s clients benefit from his attention to detail, follow-through, calm demeanor, integrity, and deep knowledge of personal and investment finance as they plan for and work towards the lifestyle they want.
Toby earned a B.S. in Finance from the University of Oregon. He is Chartered Financial Analyst (CFA) and a member of the CFA Society of Portland. Toby is a current Board member of the West Linn-Wilsonville Education Foundation and the Central Catholic High School Endowment and has volunteered his time with Junior Achievement and other organizations. Toby and his wife, Nikki live in West Linn, Oregon with their five children. They enjoy Portland’s great restaurants, traveling, playing tennis and golf and discovering new things with their kids.

Julie, a registered Investment Adviser Representative, has been working at Northwest Wealth Advisors since 2005. Born and raised in Towson, MD, Julie graduated from Bucknell University in 1992 with degrees in International Relations and French and worked for an export company before moving to New York in 1995.
After moving to the New York area, Julie began her financial services career working on Wall Street as a Portfolio Administrator for Brown Brothers Harriman. But the call of the West proved too strong and she and her husband moved to Portland in 2000 and Julie worked for several years at Columbia Management Company in their Marketing Department.
Julie and her family live in close-in SE Portland where they enjoy the convenience of walking and biking around their neighborhood. She is active in her kids’ school and extra-curricular activities as well as volunteers on the PTA. An avid skier and hiker, she can often be found taking full advantage of the natural beauty that the Pacific Northwest has to offer.
